The minutes of the September 6, 2005 Public Safety 305 Committee meeting. This was the initial meeting of the reorganzied Public Safety Committee and the Metropolitan Police Department's PSA 305 public meeting. Kenny Barnes began the meeting and discussed the initial structure of the meeting, and encouraged both businesses and residents to get to solutions. The public masturbator on 12th Place was discussed. Communications and the possible uses of the PSA305 list serve was discussed. Multiple problems in the 1900 block of 9th Street were brought up including a burglary at 1926, presence of drug sales at the south east corner of 9th & U, and a plea for the presence of officers and police visibility. When questioned the constituents asked for an ongoing presence between 10PM and 4AM. Commissioner Moss suggested drafting a letter to Councilmember Graham asking for more financial support for more patrol officers. Lt. Delisi responded that the currently have five new officers in the day work detail. Commissioner Spalding asked for increased Howard University Police and community presence at this meeting, and many people responded that they would help to convince them to attend. Bryan Martin Firvida, of the Mayor's Office, applauded the good attendance, and noted participation by many community organizations. Recent subject of comments on list serves in regard to aggressive loitering in the vicinity of the methadone clinic at the corner of 14th and V was raised, and Lt. Delisi responded that there would be increased police presence due to drug free zones being set up at 1400 block of U, 14th & W, 8th & U (notes blurry, better check these specific locations with 3D). Lt. Delisi mentioned that they are still out straight with the club scene from 10PM to 4AM. Constituents asked about getting DCRA and other agencies to work on problem properties in the 1900 block of 8th. Discussion of a possible 'fightback' on 14th Street. Bryan Martin Firvida and Lt. Delisi spent time explaining the importance of 'calls for service' and their importance in documenting history of problems and getting police response. Discussion of the lack of other social service agency involvement and response, and using "211" to get this attention. Discussion of race and youths and police profiling and harrassment. Orange Hat Patrol established in the 1400 block of W, and one has been recently formed and operating in LeDroit Park. Commissioner Spalding asked to get more participation by PSA305 police personel on the PSA305 list serve, and Lt. DeLisi agreed to encourage this. A leader of the Ethiopian community asked for a task force to work with the Mayor's Office. There are lots of crimes in our areas, but people are afraid to report them. We need more officers or we're going out of business. There's rape and murder going on. Lt. DeLisi responded that it is more effective to work directly with him, and that the Mayor passes problems to the Chief who passes them to the Commander who passes them to him. Kenny Barnes stressed that this PSA meeting is community driven. It's not political and not police driven, but community driven. John Adams, Councilmember Graham's office, stressed that they were interested in helping get other agencies involved. Discussion of limiting political or extended discussion on the new list serve was discussed. LeDroit Park Market wants to establish a substation. Commissioner Moss volunteered to draft a letter asking for more financial resources and will post to the list serve. Kenny Barnes suggested inviting human services contacts to attend a future PSA305 meeting to identify ways to work together. Minutes were taken by Phil Spalding. |
