The March 2006 General Membership Meeting was quite an event! The meeting began with the CSNA membership passing changes to the CSNA bylaws, which included expansion of CSNA's boundaries. Also, the Broadway Atlantic Project delivered an informative presentation on the PUD and plans for construction in the area. CSNA also voted in support of keeping the Source Theater building (which has been sold to the owners of Buffalo Billiards), as an arts space.

- Reviewed proposal to changes CSNA's bylaws to better reflect and accomodate the current operations of CSNA and expand CSNA's boundaries. President Nevenglosky motioned to pass proposal. Motion was seconded by Jon Kardon. Motion passed unanimously.
Community Reports & Announcements - ANC 1B Update – Phil Spalding www.anc1b.org- Discussed April agenda which will include:
Zoning Care 0609- Howard University's proposal of a parking lot in the area between Barry, Sherman, and Florida Avenues. The ANC will also be discussing Sala Thai's lack of an enterainment application; the ANC's protest of licenses for Carbonero, El Paraiso, Daily Fish of Chesepeake, and 11 Market. Lastly the ANC will be discussing the condemnation of 901 U Street and the upcoming hearing on the matter. Committee Business and Regular Reports

Spring Planting Update- Our grant application for the Cherry Blossom Festival was turned down due to lack of an appropriate site in the neighborhood. The committee will instead focus on the Median Planting Project in collaboration with DC Greenworks. Volunteers will be needed for the planting which will take place during the late spring. Spring Cleanup - April 29th. Volunteers are needed. Friends of Harrison Recreation Center - meeting to be held next week. The plan is to kick-off the Spring Cleanup at Harrison Rec this year with BBQ and fun!

1900 Vermont Ave. – The developer presented the subdivision and basic massing plans to the ANC. The plan has townhouses that are divided into condominiums. 1914 ½ 13th St. – Stop work order 2245 13th St. – Stop work order for 7’ fence and garage / storage area because it is located in a historic district. Ernest noted that if one sells a house, the seller is obligated to notify the buyer that the home is located in a historic district. CSNA plans to distribute historic district restrictions to new neighbors so that they know the limitations of living in a historic district. The Office of Planning website provides information on all historic districts in D.C.
Broadway Atlantic One Presentation - Representatives from Esocoff & Associates and Pillsbury Winthrop Shaw Pittman presented the PUD program and conceptual designs for the Broadway Atlantic PUD, located in the area around 9th and V Streets. Amenities for the PUD include 30,000 sf of affordable housing, parking at a 1:1 ratio, a $250,000 contribution to DDOT for traffic mitigation, and $100,000 to ANC1B that the ANC has allocated to various programs. There will be a total of 600 – 700 condominiums created through the development. Conceptual designs for the project include setbacks on the first two floors along 9th street to widen the sidewalk and streetscape. The buildings’ exteriors curve in a wavelike pattern to create both a visual effect and permit the growth of trees. A green roof will be offered, and the building may qualify for the lowest level of LEED certification. In addition to a 1:1 parking ratio to residential units, there will be surface parking space allotted to retail uses. The affordable housing component will be allocated by the Department of Housing and Community Development. The architects addressed concerns of the mix of restaurant uses and residential by confirming that stacks will rise vertically to the roof. The development team explained how they have been coordinating with the 9:30 Club throughout the project, and will continue to work with the 9:30 Club to address its concerns. DDoT is planning to alter the traffic pattern at Bryant St., creating a roundabout to mitigate traffic. The final order from the Zoning Commission is expected in two months, and construction on the first parcel will begin in late 2006. The first parcel to be constructed will be located at Florida Ave. and 9th St. Retail will be offered along Florida Avenue.

- Responsible Hospitality Panel- Will serve as a leadership in the community that will promote best practices for businesses before they are established. Current focus is 9th and U Street and the 1 1/2 block radius around that intersection.
- Presentation from Matty Griffiths of the Actors' Theatre of Washington on Save the Source Theater. Update from Bedrock Management on preliminary plans for the site (full presentation at a later date)-
The building in which the Source Theater is housed has been sold to Bedrock Management (the owners of Buffalo Billiards). The Actor's Theater says that the owners of the building did not do enough to support the theater. They are interested in maintaining the Source Theater and has developed a business plan which outlines a means by which the theater may sustain itself. Bedrock Management says that they were unaware of these issues prior to pruchasing the building and is willing to do what they can to resolve the issue with the Actor's Theater and the former owners of the building but is unsure of what can be done since they have already purchased the building. A motion was introduced for CSNA to support maintaining the Source Theater building as an arts space. Motion was seconded by Cheryl Cort. Motion passes. - Jazz Appreciation Month- The Duke Ellington Band is scheduled to perform; street banners will be placed at the 14th and U Street intersection during the month.
- MidCity Business Association Update: Scott Pomeroy- A "Shopper's Social" is scheduled for March 16, 2006. Several retailers in the area will be offering discounts.
